			<description><![CDATA[<p>The dissemination format for Public Health Reports will be switching from paper to electronic only on January 11, 2010. In order to ensure your depository has electronic access on that date, you must submit to GPO a completed <a href="http://www.fdlp.gov/index.php?option=com_docman&amp;task=doc_download&amp;gid=1040">account validation form</a> that is signed by your library’s director by December 18, 2009.</p>

			<description><![CDATA[<p><img style="float: right; margin-left: 10px;" class="imgborder" alt="phr-partner-sm" src="http://www.fdlp.gov/images/stories/partnerships/phr-partner-sm.png" width="250" height="250" />Library Services and Content Management (LSCM) is pleased to announce a new partnership with the Association of Schools of Public Health (ASPH) to provide electronic access to <em><a target="_blank" href="http://www.publichealthreports.org/index.cfm">Public Health Reports</a>.  Public Health Reports</em> is the official journal of the U.S. Public Health Service but is published by ASPH.  The peer-reviewed journal is issued bi-monthly and offers articles in three main areas: public health practice, research, and viewpoints/commentaries.</p>
<p>As a result of this partnership, the dissemination format for <em>Public Health Reports</em> will be switching from paper to electronic only on January 11, 2010.  Until January 2010, the dissemination format will remain paper.</p>

<p>To request electronic access to <em>Public Health Reports</em>, interested depository libraries <strong>must complete an account validation form that is signed by the library’s director by December 18, 2009.</strong> ASPH will then begin supplying user names and passwords to all depositories that have completed the account form.</p>

			<title>Work of the University of North Texas' CyberCemetery Highlighted by National Media</title>

			<description><![CDATA[<p>The University of North Texas’s (UNT) <a target="_blank" title="CyberCemetery." href="http://www.fdlp.gov/component/weblinks/58/7">CyberCemetery</a> was the subject of an <a target="_blank" title="Associated Press Article." href="http://www.cbsnews.com/stories/2009/09/14/tech/main5310944.shtml">Associated Press article</a> last week. The CyberCemetery, a GPO partner since 1999, houses the Web sites of Federal agencies and commissions that have ceased operations.  In 2006, GPO, the National Archives and Records Administration, and UNT signed an agreement that named UNT and the CyberCemetery as an affiliate archive.</p>
<p>Congratulations to the staff at UNT for developing and continuing to expand this important resource.</p>

			<title>Pilot for PACER Access at Federal Depository Libraries </title>

			<description><![CDATA[<p>At its September 2007 session, the Judicial Conference endorsed a joint pilot between the Government Printing Office (GPO) and the Administrative Office of the U.S. Courts that was not to exceed two years in length. The GPO sought volunteers to participate in the pilot from among its 1265 depository libraries. Forty-nine depository libraries responded to the call for volunteers. In consultation with the GPO, the Administrative Office selected seventeen depository libraries to participate in the pilot.</p>
<p>The pilot commenced in October 2007 and was suspended after 11 months for an evaluation. The data collected during that time suggests that the target population, a segment of the public that would be unlikely to go to the court house or establish a PACER account, was not reached as anticipated. In October 2009, the GPO and the Administrative Office will be holding a "Lessons Learned" focus group session with the librarians who participated in the pilot to pin point what worked and what could be improved.</p>
<p>Although the pilot was initially well publicized, the level of ongoing public outreach about the pilot did not reach the desired level. More fundamentally, PACER is a tool, not a program. Therefore, the American Association of Law Libraries (AALL) has been contacted to discuss ways the pilot could be reinvented to make PACER part of a legal research and training program for librarians and the users. The AALL strongly supports the GPO and the FDL program, and is willing to assist with developing a proposal to move forward. Once a proposal is developed, it will be submitted to the Judiciary's advisory groups and the Judicial Conference Committee on Court Administration and Case Management for consideration.</p>]]></description>

			<description><![CDATA[<p>GPO is pleased to announce the release of the first of its new marketing strategies for official FDLP partners. A <a href="http://www.fdlp.gov/index.php?option=com_content&amp;view=article&amp;id=295:marketingpartnerships&amp;catid=47&amp;Itemid=28">partnership logo</a> is now available for download by official partners from the FDLP Desktop. Official partners are libraries and other institutions with which GPO has letters or memorandums of agreement to provide permanent public access to electronic U.S. Government content or to provide additional services to assist depositories. A list of current partners is available from the <a href="http://www.fdlp.gov/index.php?option=com_content&amp;view=category&amp;id=47:partnerships&amp;layout=blog&amp;Itemid=28">Partnership page</a> on the Desktop.</p>
<p>The logo is for use on the partner's library Web site, the partnership Web site, or for use in printed educational and public relations materials related to the partnership that are developed.</p>

			<title>Access STAT-USA’s Online Services</title>

			<description><![CDATA[<p>As was mentioned in a listserv posting on 02/10/2009, GPO has been working with STAT-USA to issue new passwords, create FAQs, and revise the validation form for Federal depository libraries wanting to receive access to STAT-USA®/Internet™ and USA Trade® Online.</p>
<p>The <a title="Stat USA/Internet and USA Trade Online FAQs." href="http://www.fdlp.gov/index.php?option=com_content&amp;view=article&amp;id=267:statusa-trade-faqs&amp;catid=47:partnerships&amp;Itemid=28">FAQs</a> and the revised <a title="STAT-USA Internet Account Validation Form." href="http://www.fdlp.gov/index.php?option=com_docman&amp;task=doc_download&amp;gid=568&amp;ItemId=45">validation form</a> are now available from the FDLP Desktop.</p>
<p>All depository libraries wanting to obtain access to STAT-USA’s databases, either for the first time or as a continuation, must complete, sign, and submit the new validation form to GPO by March 2, 2009. The form should be faxed to 202-512-2300. For those libraries that currently have access to USA®/Internet™ and USA Trade® Online, an interruption in service may occur if you do not return the form by the deadline.</p>
<p>Please read the FAQs prior to filling out the form. A signature on the form signifies that you have read the FAQs and understand the obligations of your library in providing no-fee public access to USA®/Internet™ and USA Trade® Online through the FDLP.</p>
<p>When GPO receives the completed form, a new password will be e-mailed by GPO to the Coordinator of record in the Federal Depository Library Directory.  Your current password will remain valid until March 6, 2009, and issuance of new passwords will be completed by the same day.</p>]]></description>

			<title>GPO Announces New Partnership with GAO</title>

			<description><![CDATA[<p><img style="border: 1px solid #b8b8b7; margin-left: 5px; float: right;" alt="gaogpo" src="http://www.fdlp.gov/images/stories/partnerships/gaogpo.jpg" width="222" height="170" />The U.S. Government Printing Office (GPO) is pleased to announce a new partnership with the Government Accountability Office (GAO) to provide permanent public access to the GAO Reports and GAO Comptroller General Decisions databases that are available on the GAO Web site.</p>
<p>The <a target="_blank" href="http://www.fdlp.gov/index.php?option=com_weblinks&view=weblink&id=108:gaoreports&catid=58:content-partnerships">GAO Reports database</a> contains reports on audits, surveys, investigations, and evaluations of Federal programs conducted by GAO. The content in this database dates back to 1970 and earlier. The <a target="_blank" href="http://www.fdlp.gov/index.php?option=com_weblinks&view=weblink&id=107:gaodecisions&catid=58:content-partnerships">Comptroller General Decisions database</a> contains decisions and opinions issued by the Comptroller General in areas of Federal law such as appropriations, bid protests, and Federal agency rulemaking.  It also contains historic material dating back to 1970. GAO is actively working on digitizing its legacy collection so historic material will continue to be added to the two databases.</p>
<p>The content contained in the GAO Reports and Comptroller General Decisions databases is currently duplicated on GPO Access. With a partnership to ensure permanent public access to the content on the GAO Web site, this duplication is no longer necessary. GPO will maintain archives of both databases as they were at the time the agreement was signed, but no new content will be added to the GPO Access versions of these databases. This agreement will eliminate duplication of effort on these databases, as well as minimizing version control issues. Under the partnership agreement, if for any reason GAO is not able to provide access to these materials, GPO will resume the responsibility.</p>
<p>GPO and GAO have a long history of collaborating to provide the Federal depository library community and the public with access to GAO materials. GPO looks forward to continuing this productive relationship with the new partnership.</p>]]></description>

			<title>PACER Access</title>

			<description><![CDATA[<p>In 2007, GPO and the Administrative Office of the United States Courts undertook a pilot to provide free public access to Federal court records at 17 Federal depository libraries through Public Access to Court Electronic Records (PACER), an electronic public access service that allows users to obtain case and docket information from Federal Appellate, District and Bankruptcy courts, and the U.S. Party/Case Index via the Internet.</p>
<p>The pilot has been suspended, pending an evaluation. Once the evaluation is complete, the judiciary and the GPO will determine what steps need to be taken in order to move forward.</p>
<p>The pilot is part of GPO's efforts to increase public access to government information as well as the judiciary's continuing effort to expand public access to court records.</p>]]></description>
