Regional Depository Libraries Online Selections Policy Post-Implementation Analysis: Final Report Now Available

Superintendent of Documents Public Policy Statement 2021-1, Regional Depository Libraries Online Selections, became effective September 1, 2021. This policy allows for “EL” or online as a format selection option for regional depository libraries, without also requiring selection of an equivalent tangible version. The Congressional Record (daily) and the Federal Register were the first two titles authorized for online selection by regional depository libraries under this policy.

A post-implementation data analysis was conducted to determine the impact of the policy. Usage data were collected, library catalogs and subject guides were reviewed, focus groups were conducted, and a survey was fielded.
