Depository Library Council

GPO is seeking nominations for individuals to serve as members of the Depository Library Council. New members will serve a three-year term (June 1, 2023 - May 31, 2026). Submit your nomination by February 13, 2023.

The Depository Library Council (Council) serves as an advisory committee to the Director, GPO and the Superintendent of Documents.

Over the years, Council has offered advice and recommendations on matters relating to the indexing, classification, cataloging, distribution, format, storage, utilization, and administration of depository material. Council also has advised the Director, GPO on information policy issues affecting depository libraries and the FDLP.

Council collaborates throughout the year on matters related to the FDLP. A meeting is held annually, typically in Washington, DC.

History

The Depository Library Council to the Public Printer was established in 1972 and held its first meeting in February 1973. Its antecedents go back to 1963 when seven librarians were asked by the Public Printer to serve on an advisory committee on depository libraries. The original advisory committee was formed at the recommendation of the Senate Committee on Rules and Administration during its consideration of revised legislation on depository libraries. While the particular focus and role of the council has adapted over time, its central purpose has remained constant—to advise the GPO Director and the Superintendent of Documents on matters relating to the Federal Depository Library Program (FDLP).

Members

The members of the Depository Library Council are appointed by the GPO Director to serve three-year terms. Members may be appointed for a second term.

Members represent a cross section of the various types of libraries in the Federal Depository Library Program. In order to meet this goal, at least half of the Council's members work in depository libraries and have experience providing services for Government information.

  • Term: June 1, 2019 – May 31, 2023

    Rick Mikulski  Instruction & Research Librarian, William & Mary Libraries.

    Mikulski previously served as the FDLP coordinator at Portland State University and joined the William & Mary Libraries in May 2022, where he provides research support and instruction in the areas of History, Philosophy, and Government Information. He is a GOVDOC-L moderator, an active member of GODORT, and has been involved with state documents associations including the Documents Interest Group of Oregon and the Documents Association of New Jersey.

    Julia Ezzo is the Government Information and Political Science Librarian at Michigan State University.

    As the FDLP Coordinator for MSU’s large selective depository library, she provides reference and instruction with an emphasis on finding and using Government-produced data and statistics. Mrs. Ezzo is also a special format cataloger, specializing in video games. She is active in the American Library Association’s Government Documents Round Table (GODORT), has held leadership roles in Michigan’s GODORT, and serves as a moderator for the GOVDOC-L listserv. She earned her bachelor's degree in History from Michigan State University and her Master of Library and Information Science from Wayne State University.

  • Term: June 1, 2020 – May 31, 2023

    Vicki Tate is currently the Federal Depository Coordinator and Head of the Government Documents and Serials Department at the University of South Alabama Libraries, with over 30 years of experience in the Government documents field in an academic setting.

    She has been a strong advocate of access to Government information in all formats. She has presented programs/workshops on finding fugitive Government documents and using LibGuides in promoting Government information at numerous professional meetings. She is an active member of ALA GODORT, having served in various capacities including more recently as Bylaws Coordinator, GODORT Archivist, and Notable Documents Panelist. She is also one of the longest-serving moderators for GOVDOC-L, a national discussion forum for Government information.

  • Term: June 1, 2020 – May 31, 2023 

    Jennifer Morgan is the Government Documents Librarian at the Jerome Hall Law Library, Maurer School of Law at Indiana University.

    As a reference librarian and Federal depository library Coordinator, she provides general legal reference assistance and specialized reference assistance in the use of U.S. Government information to IU patrons and administers the Law Library’s U.S. Government depository program. Jennifer also teaches an advanced legal research course for the Law School as well as courses in Government information for Indiana University’s School of Informatics, Computing and Engineering and the University of Washington’s iSchool.

    Jennifer is active in several state and national professional organizations, including the American Association of Law Libraries and its Government Documents Special Interest Section, INDIGO (Indiana Networking for Documents Information and Organizations), and the Government Information Day planning committee at the Indiana State Library. In addition to her professional and volunteer positions, Jennifer wrote a book chapter on Government documents, “The Evolution of Government Documents,” published in both editions of Law Librarianship in the 21st Century.

    Jennifer earned a Bachelor's degree in English Literature from Saint Mary-of-the-Woods College (Saint Mary-of-the-Woods, Indiana) and her Master of Library Science degree from Indiana University (Bloomington, Indiana).

  • Term: June 1, 2020 – May 31, 2023

    Renée Bosman is the Government Information Librarian at the University of North Carolina at Chapel Hill.

    She manages the Federal, international, and U.S. state documents collections and serves as the Regional Federal Depository Librarian for North Carolina. She is also the subject liaison librarian for the Political Science and History departments, and the curriculum in Peace, War, and Defense. Renée is actively involved in the Government Resources Section of the North Carolina Library Association and is also the current chair of the ASERL Collaborative Federal Depository Program Steering Committee. Renée received her B.A. in Linguistics and Italian and M.S. in Library Science, both from UNC-Chapel Hill.

    Lisa Pritchard (DLC Chair) is the Director of Library Services and Coordinator of Government Documents at Jefferson College in Missouri, one of a small number of FDLP depositories housed at community colleges.

    Jefferson College Library doubles as a public library and provides a range of services to a local population that is without a public library. Ms. Pritchard teaches, hosts events, and collaborates with campus and community partners to enhance civic engagement and increase awareness of Government documents, our country’s history, and the democratic process. She is passionate about the power of libraries to enable citizens to positively shape their own lives and improve their communities through access to Government information.

  • Term: June 1, 2021 – May 31, 2024

    Aimée C. Quinn is the Assistant Librarian at Northern Arizona University, Yuma.

    She brings nearly 35 years’ experience as an academic research librarian. Previous work as depository coordinator at many universities including CWU provide her the richness, diversity of resources, and uniqueness in each depository collection. No two depositories are alike despite each having large Federal and state historical collections, which led her to call for permanent public access to Government information in all forms and formats throughout her career. She held numerous positions in GODORT include as serving on the Notable Documents Panel and as GODORT Chair. She currently Chairs the ALA Government Information Subcommittee. Author of over 50 articles, book chapters, and reports, her current research is on the demise of Government information under the 45th Presidential Administration and an examination in the changes of depository structure within the Federal Depository Library Program and its potential impact upon permanent public access to Government information. She is the longest owner and moderator of GOVDOC-L, a national discussion forum for Government information.

  • Term: June 1, 2021 – May 31, 2024

    Allen Moye has been a member of the faculty of DePaul College of Law in Chicago IL, since January 2005.

    He holds appointments as Associate Professor of Law and Director of the Rinn Law Library. He also supervises the College of Law's technology support team. Prior to his current position, Mr. Moye was the Associate Director for Public Services, at George Mason School of Law, in Arlington, VA. In his primary role as Director of DePaul’s Law Library, Mr. Moye is responsible for the financial management and quality of library services and research support, offered to faculty, students, alumni, and public patrons of the law library. He coordinates with the legal writing faculty to provide legal research instruction to law students and teaches Advanced Legal Research in the JD program. He also teaches Introduction to American Law and Legal Systems in the Masters-in-Jurisprudence program. With close to 25 years of experience working in libraries, Mr. Moye closely follows emerging trends, innovations, and new technologies. As an experienced legal research instructor, he is particularly interested in working with the DLC to address complex issues related to public access to digital Government information, including the durability of permanent URLs (PURLs). With a significant amount of legal and Government information now being produced in a digital-only format, Mr. Moye believes that it is imperative that a persistent, reliable, and platform-agnostic standard be established for PURLs. Mr. Moye earned his undergraduate degree from Howard University, his JD from University of Richmond, and his MLIS from Catholic University. He is an active member of a number of professional library associations, including the American Library Association, American Association of Law Libraries, Chicago Association of Law Libraries, Mid-America Association of Law Libraries, and is a past president of the Mid-America Law Library Consortium.

    Jen Kirk is the Government Information Librarian at Utah State University (USU).

    At USU, she coordinates the Government Information Program, part of Special Collections & Archives, and connects Government documents to users across the disciplines. As the Regional Coordinator for Utah and Nevada, she works with 15 selective depositories to provide public access to Government information. She serves as the Metrics Working Group Coordinator for the Technical Report Archive & Image Library (TRAIL) and promotes Government information through the Utah Library Association’s Government Documents Roundtable (ULA GODORT). Kirk received both her Master of Library and Information Science and her Bachelor’s Degree in History from the University of Pittsburgh. Her research interests focus on practical applications of Government information librarianship, distribution of Government agency publications, and presidential libraries.

  • Term: June 1, 2021 – May 31, 2024

    Richard Leiter is the Director of the Schmid Law Library and Professor of Law at the University of Nebraska College of Law.

    He has worked in law libraries for nearly 40 years, seven in law firm libraries. His experience at law firm libraries is largely responsible for his deep appreciation for the work of the GPO in publishing vital primary law resources in a timely and useful fashion. Professor Leiter teaches Advanced Legal Research and has written widely on law librarianship and legal bibliography. His book, National Survey of State Laws, now in its 8th edition is published both in print and online as a searchable database. When originally published in 1993, it was selected by the NY Public Library as one of the year’s best reference resources. Professor Leiter is active in local, regional, and national law library organizations, and served as chair of the Government Relations Committee of the American Association of Law Libraries. He also has served for many years as a judge for state and national competitions of We The People, a nationwide competition of high school students that involves debate on aspects of the United States Constitution. Prof. Leiter earned his BA from the University of California Santa Cruz, his Masters in Library and Information Science from the University of Texas, and his JD from Southwestern School of Law.

    Valerie Glenn is the Head of the Map and Government Information Library and Regional Federal Depository Librarian at the University of Georgia. 

    She oversees public and technical services for maps & GIS as well as Federal, state of Georgia, and international government publications. Valerie has more than 20 years of experience connecting users with Government information and managing collections in depository libraries of varying sizes, including at UGA, which is an ASERL Center of Excellence for Federal depository maps. She is active in the American Library Association and Georgia Library Association and is currently a member of the HathiTrust Federal Documents Advisory Committee.

  • Term: June 1, 2022 – May 31, 2025

    Amy Laub Regional Depository Librarian, University of Kentucky.

    At the University of Kentucky, Laub serves as head of the Federal Depository Unit, which manages all aspects of the Federal Depository Collection, and supervises the manager of the Gwen Curtis Map Collection. As the Regional Coordinator for Kentucky, she works with 18 selective depositories to provide access to Government information and provides support in weeding their collections. Laub is active in the Kentucky Library Association Government Documents Roundtable, ALA Government Documents Roundtable and serves on ASERL’s Collaborative Federal Depository Program Oversight Committee.

  • Term: June 1, 2022 – May 31, 2025

    Hayley Johnson Head of Government Information and Microforms, Louisiana State University.

    Johnson is the Head of Government Documents & Microforms at Louisiana State University and currently serves as one of two regional coordinators for Louisiana. Johnson is an active member of the American Library Association’s Government Documents Roundtable (GODORT) and has served on several GODORT committees most recently as the coordinator for the Federal Information Interest Group (FIIG).

  • Term: June 1, 2022 – May 31, 2025

    Kelly Smith Government Information Librarian and Librarian for Urban Studies & Planning and Environmental Studies, University of California San Diego.

    In that role, she manages and provides research assistance for the Federal, state, and local Government collections and serves as the FDLP coordinator. In addition, she is the subject specialist and academic liaison for Urban Studies & Planning and Environmental Studies. Smith has been active with several GODORT committees, currently serving on the Education Committee, and received the ProQuest/ALA/GODORT “Documents to the People” award in 2021.

  • Term: June 1, 2022 – May 31, 2025

    Robert Mead State Law Librarian, Washington State Law Library.

    Mead focuses his career on ensuring equitable citizen access to legal and Government information and the preservation and digitization of historical publications. He is the incoming Chair of both the Legal Information Preservation Alliance and the American Association of Law Libraries (AALL) Legal History and Rare Books section. He is also a member of AALL’s Government Relations Committee.

    Susanne Caro Government Information Librarian, North Dakota State University Libraries.

    Caro is the Government Information Librarian at North Dakota State University where she assists users in accessing Government information. She is also a joint regional coordinator of the Federal Depository Library Program for North Dakota. She was the editor and an author of Digitizing Your Collection (ALA, 2016), and Government Information Essentials (ALA, 2018), which won the 2019 Margaret T. Lane/Virginia F. Saunders Memorial Research Award.

About the Depository Library Council

The following documents provide the purpose, duties, and general operational characteristics of the Depository Library Council:

Council Member Obligations:

  • Attend an orientation for new Council members
  • Attend DLC/FDLP conferences and meetings
  • Participate in conference calls (usually on a monthly basis)
  • Participate in committee work and other DLC assignments as needed
  • Stay engaged with the Council, GPO, and the depository library community

Officers

Within Council, there are 2 officer positions.

  1. Chair: Presides over meetings of the Council and is responsible for organizing the Council, which includes the creation of committees to carry out the duties of the Council. The chair also serves as direct liaison between the Council and the GPO Director. This position is elected by the DLC.
  2. Secretary: Arranges for the preparation of records of meetings, proceedings, and all of the records of the Council. Handles all official correspondence of the Council and meeting notices. This position is elected by the DLC.

Events

The DLC, in conjunction with GPO, holds two annual events per year: the spring DLC Virtual Meeting and the fall Federal Depository Library Conference, also broadcast virtually.
