GPO Director Names Managing Director Security and Intelligent Documents

U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern has named David (Dave) Spiers as Managing Director, Security and Intelligent Documents (SID). In this capacity, Spiers will lead the GPO business unit that designs, prints, personalizes, and delivers Secure Federal Credentials for many Government Agencies, which includes the U.S. passport for the U.S. Department of State. David (Dave) Ford previously led SID and will continue to support the business unit by managing SID budgets and finances.

“As a teammate who has been managing operations at our secure production facility in Mississippi since the early days, Dave understands the role the entire SID team serves in producing passports and other secure credentials,” said GPO Director Hugh Nathanial Halpern. “This is a great example of how GPO is prioritizing promoting our teammates as part of robust succession planning so we don’t skip a beat when we have personnel changes. I look forward to his leadership and congratulate Dave on his well-deserved promotion.” 

Spiers joined GPO in 2008 as the first manager of GPO’s Secure Production Facility located at NASA’s Stennis Space Center in Mississippi. This was the first time a U.S. passport had been made outside GPO’s Secure Production Facility in Washington, DC. Just a few years after opening Stennis, Spiers led the beginning of GPO smart card production at the facility and increased Stennis’s scope of work for passports. As Site Manager at Stennis, Spiers created the first employee-led safety committee in GPO history and implemented the SID Key Performance Indicator (KPI) process to measure performance at the facility. In its second year of operation, the Stennis Secure Production Facility was awarded ISO-9001 Certification, which certifies GPO’s passport operations for meeting a high standard of excellence. Spiers was integral in GPO’s transition from the production of the ePassport to the production of the Next Generation Passport in 2015. Prior to being named Managing Director SID, Spiers served as Operations Manager SID. 

He spent 14 years leading operations at manufacturing plants before entering the public sector.

Spiers holds a bachelor’s degree in Industrial Engineering Technology/Industrial Management from the University of Southern Mississippi and a master’s degree in Business Administration from the University of Southern Mississippi Gulf Park Campus. He is a native of McNeill, Mississippi.
