On October 20, 2021, the Collection and Discovery Services Working Group held an open forum with the members of the FDL community to solicit feedback for the CGP of the future, as Library Services and Content Management prepares to procure a new ILS and catalog. The information gathered from the open forum resulted in the creation of this report, which originated as a CDSWG report.
This report from the Depository Library Council (DLC) originated as a working group report from the Collection and Discovery Services Working Group (CDSWG) of the DLC. The CDSWG held an open forum at the spring 2021 Depository Library Council meeting, and the questions posed to the depository community related to cataloging and metadata, technical services, collection development and management, and discovery services. Feedback also was sought for possible services that GPO could provide.
A collection of incentives for GPO to provide to depositories to encourage them to remain in the FDLP. The incentives were developed from input received during the Fall 2003 Meeting and a GOVDOC-L posting.
This is the letter from the DLC Chair that accompanied and formally delivered the report, Depository Libraries in a Time of Stay-at-Home Orders ― Report of Depository Library Council’s Open Forum, April 22, 2020, to GPO’s Director.
As the spring 2020 DLC Virtual Meeting neared, we were in the midst of the Coronavirus/COVID-19 pandemic. Council wanted to hear from the depository library community and provide an opportunity for them to share their stories of how they were working, facing challenges, and coping during this incomparable time. In an hour long Open Forum, the depository community willingly spoke up to address the five questions that were posed to them.
This report is a summary of the Open Forum: Depository Libraries in a Time of Stay-at-Home Orders. The report was written by the Digital Only Depository Libraries Working Group and accepted by the Depository Library Council.
The Digital Deposit Working Group (DDWG) was established to explore “current and future needs related to digital deposit – both dissemination of content and acceptance of content by GPO.” Depository Library Council accepted the DDWG report for consideration at the spring 2022 Depository Library Council meeting. Upon consideration, Council did not accept all the recommendations of the DDWG, therefore this report varies slightly from the one originally submitted to the DLC.
At the Fall DLC Meeting in 2003, Public Printer Bruce R. James challenged Council to provide advice on three key issues integral to the envisioning process Mr. James instituted upon his assumption of office in December, 2002. This document contains Council's response.

In June 2017, GPO’s Director, Davita Vance Cooks, charged the Depository Library Council with providing recommendations to modernize Title 44 United States Code Chapter 19, which governs the Federal Depository Library Program (FDLP).
