Americans Have Accessed Government Information Through GPO More Than 15 Billion Times
The U.S. Government Publishing Office (GPO) has surpassed 15 billion retrievals of Government information since the Agency began publishing content online. In FY 2025 alone, GPO recorded 1.97 billion retrievals of Government information from GovInfo, the one-stop source for authentic, published information from all three branches of the Federal Government. This represents a 16 percent increase compared to FY 2024.
“Americans trusted GovInfo as a reliable source for Government information nearly two billion times just this year,” said GPO Director Hugh Nathanial Halpern. “Exceeding 15 billion lifetime retrievals illustrates the growing demand for accessible, authentic content and affirms GPO’s commitment to ensuring permanent public access for all.”
The top three collections on GovInfo for FY 2025 outpaced the previous fiscal year:
- U.S. Courts Opinions: 489 million retrievals (75 percent increase compared to FY 2024)
- Federal Register: 242 million retrievals (60 percent increase compared to FY 2024)
- Code of Federal Regulations: 90 million retrievals (65 percent increase compared to FY 2024)
On June 8, 1993, President Bill Clinton signed the GPO Electronic Information Access Enhancement Act into law, enabling GPO to publish Government information online for the first time. One year later, GPO launched GPO Access, making the Congressional Record and Federal Register digitally available to the public.
In January 2009, GPO introduced the Federal Digital System (FDsys), followed by the launch of GovInfo in February 2016. In 2019, GPO became the first organization in the United States—and the second in the world—to achieve the highest global standard for digital repositories. The Primary Trustworthy Digital Repository Authorization Body Ltd. awarded GovInfo ISO 16363:2012 certification, reinforcing its role as a trusted source for the long-term preservation of and access to official Federal Government information.
