GPO Director Presents FY 2026 Appropriations Request to Congress

The U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern presented GPO’s FY 2026 appropriations request before the U.S. House Subcommittee on Legislative Branch Appropriations. Director Halpern requested appropriations in the amount of $135,377,000, a 2.6 percent increase over GPO’s FY 2025 appropriation. GPO operates as a business, and directly appropriated funds represented only about nine percent of GPO’s revenue during the last fiscal year. The remainder of GPO’s revenue comes from GPO’s billings to its other Federal customers, such as the Department of State, the National Archives and Records Administration, the Department of Defense, and countless others.

The FY 2026 request will enable GPO to:

  • Meet projected requirements for congressional publishing.
  • Fund the operation of the public information programs through which GPO administers the nationwide Federal Depository Library Program (FDLP).
  • Make capital investments and information technology upgrades.

“GPO’s model continues to deliver results.  We closed our books for fiscal year 2024 with a net positive income for the fourth consecutive year. That revenue will enable us to continue investing in our team, equipment, and campus,” said Director Hugh Nathanial Halpern. “Our modest appropriations increase for FY 2026 will cover labor and material costs supporting Congressional requirements, FDLP and the Agency’s Inspector General’s budget request.”

Director Halpern highlighted GPO accomplishments and initiatives:

  • Named one of America’s Best Midsize Employers by Forbes for the fourth consecutive year
  • Named one of America’s Best Employers for Veterans by Forbes for the third consecutive year
  • Produced nearly 22 million Next Generation Passports for the State Department and more than 8.3 million secure card credentials for Federal agency customers
  • Supported over 1.7 billion online information retrievals of public documents through GovInfo digital repository
  • Produced millions of pages of Congressional Record and Federal Register, as well as committee reports, bills, resolutions, and amendments
  • Created tickets, programs, commemorative gifts, and signage for the 60th Presidential Inaugural Ceremony
  • Supplied 1,097 libraries nationwide with tangible and digital publications
