Attaching Regional Depositories’ OCLC Holding Symbols to GPO Cataloging

The U.S. Government Publishing Office (GPO) has been setting holdings for regional depository libraries since February 2005. There was a delay in the service in 2016-2017 while changes were made at OCLC, but all holdings were retrospectively added.

This service has been discontinued as of February 2024. The final batch of catalog records to receive regional holdings via this service were catalog records created in the month of January 2024.

The service is in support of regional depository libraries, increasing access for OCLC WorldCat users and interlibrary loan operations, and identification of publications in the National Collection of U.S. Government Public Information.

Each month, all GPO catalog records created or updated in the previous month and which include an item number in the 074 field are identified for OCLC so they may attach participating regional depository holdings symbols to the records.

Participating regional depositories have their symbol added to all catalog records with item numbers, regardless of the format of the information product. Regionals may choose to use more than one OCLC symbol, though the symbols will be added to all records for both tangible and electronic titles.

With the current service, please note:

  • There is no custom FDLP item number profiling for this service, so holdings may be set for publications not selected at some regional depositories.
  • Any GPO catalog records without 074 fields are excluded from this service. GPO catalog records do not contain item numbers in these situations:
  • Digital reproductions of previously distributed publications
    • Distributed prior to 1940 and no item number assigned at that time
  • Digital reproductions of unreported publications
    • Publications predate item number system
  • Inactive or defunct issuing agencies
    • No new item number is created
  • Some project records, such as those in the U.S. Congressional Serial Set project

Depository libraries can also have holdings set by participating in GPO’s Cataloging Record Distribution Program (CRDP). Several regional depositories not on the list above have opted to have their holdings set, per their FDLP item selection profile, through the CRDP instead.
