What are Digital Content Contributors?
If you have digitally imaged U.S. Government information or are considering a digital imaging project for content in scope of the National Collection, this partnership is for your organization.
Digital Content Contributors provide digital content to GPO for ingest into GovInfo. The Contributors provide content that meets GPO specifications for ingest into the repository. GPO provides ongoing access and preservation of the digital content.

The University Libraries of the University Memphis
The University Libraries of the University Memphis became a Digital Content Contributor in June 2023. The University Libraries are a Federal Regional Depository Library for the state of Tennessee. The library is permanently preserving its historic and current collection of Peace Corps publications as a Preservation Steward. In addition, the University of Memphis Libraries are digitizing these Peace Corps materials and are contributing these historic documents to GovInfo. The Libraries have contributed 29 publications to GPO so far, which are now publicly available on GovInfo. These 1960s publications include Peace Corps handbooks, international program descriptions, factbooks, faculty papers, and more.GPO is excited to continue this partnership and recognizes the significant effort from University of Memphis to preserve these printed documents.

- Preserve digitally imaged files in GPO’s ISO 16363:2012 certified repository.
- Consultation with GPO’s digital preservation experts.
Expectations for Digital Content Contributors
- Digitally image content within scope of the National Collection per GPO guidance. At minimum, a high-quality scan of a PDF/A is required, although a JEPG2000 master image file is preferred.
- If cataloged, provide a MARC.xml file for creating the descriptive metadata in GovInfo. If there is no fill MARC record for the content, GPO can work with the partner on an alternative solution for generating bibliographic information.
- Organize the digital files according to GPO guidance.
- Submit the digital files to GPO using GPO’s SFTP server.

The process is easy. Once you submit your inquiry, a member of GPO’s staff will reach out to coordinate on the specifics of the partnership and then work with your organization to formalize the agreement with a Memorandum of Agreement.
