Regional Online Selection Authorization for the CFR and CFR Index

Library Services & Content Management (LSCM) has worked with libraries to enlist Print Selector and Preservation Steward agreements for the Code of Federal Regulations (CFR) and the CFR Index and Finding Aids. These agreements ensure that paper copies of these titles continue to be deposited in different geographic locations across the country.

As agreements have been signed in each National Collection Service Area (NCSA), regional depository libraries in all four NCSAs are authorized to select the online (EL) versions of the CFR and the CFR Index and Finding Aids, without having to select an equivalent tangible version. Regionals may opt to stop receiving these CFR titles in print.

This authorization is in accordance with Superintendent of Documents Public Policy Statement (SOD-PPS) 2022-1, Regional Depository Libraries Selecting Solely Online Materials, effective November 11, 2022. Its purpose is to provide regional depository libraries with options and more flexibilities in collection management, while ensuring continued permanent public access to the publications of the U.S. Government.

If a regional depository library elects to deselect any of these titles in print, they will not receive new tangible issues of these titles. All holdings received prior to these titles being authorized for deselection must be retained in the depository collection until eligible for discard in accordance with the Superseded List.

Regionals that opt to deselect the paper format are required to:

  • Deselect the tangible item number(s) from their selection profile in DSIMS.
  • Ensure access to the online format via cataloging and other suitable discovery tools.
  • Inform the selectives served that they will no longer receive these titles in print format.
