Bibliographic Cataloging: Congressional Publications

Overview

GPO uses the term “Congressionals” to refer to the publications of the U.S. Congress, including those issued by the committees and subcommittees of the House of Representatives and the Senate, and other types of resources.

This chapter covers the current major types of congressional publications. Laws are addressed in the chapter, Bibliographic Cataloging: Public and Private Laws. 

To provide basic information about the publication types, most of the publication terms in the following table are linked to the govinfo landing pages when available.

There are four types of reports. For more information, see the Congressional Research Service publication, Publications of Congressional Committees.

  • Oversight or investigative

Formats

  • Generally GPO publishes and distributes most congressional publications to Federal depository libraries in print, online, and microfiche formats.
  • There are different FDLP item numbers for each format.
  • Separate bibliographic records are created for each format, and linking fields connect the records to each other.

Mode of Issuance - Hearings

  • Catalog all hearings as monographs per LC-PCC PS 0.0, Situations Requiring Further Consideration, G. LC Practice, 1.

Encoding Level and PCC Authentication

  • Catalog all congressional publications at full level and authenticate all records as PCC according to BIBCO or CONSER standards.
  • Exception: while authority work is pending, produce records without PCC authentication.

088 - Report Number (House Hearings)

  • Most House committees generally issue their hearings with serial numbers.
  • These numbers usually appear on the title page.
  • The format of serial numbers varies.
    • Many serial numbers consist of the Congress number, a hyphen, and a number in a numerical sequence used during each Congress.
  • The form of entry in the 088 field depends on the way the number is presented on the publication.

Serial Numbers with Committee Designations

  • When a serial number includes a designation or an abbreviation representing the committee:
    • Enter the entire number as it appears on the publication.

1XX – Principal Creator

  • The determination of the principal creator depends on the type of publication.
  • See the following sections for guidance on principal creators of documents, hearings, prints, reports, and other types of publications.

Documents

  • When executive branch officeholders and agencies transmit official materials to committees, the materials are published as documents.
  • The submitting officeholders or agencies are considered to be the principal creators of the documents.
  • For Senate treaty documents, the record is entered under the treaty that is being transmitted from the President to the Senate Committee on Foreign Relations.

Presidential Materials

  • Use the corporate body authorized access point for the President in the 110 field as the main creator and use author as the relationship designator.
  • Include an additional authorized access point for the personal name of the President in a 700 field, as this facilitates discovery of these publications, and use author as the relationship designator.
  • Include a 710 authorized access point for the committee to which the official material is transmitted and use issuing body as the relationship designator.

Joint Hearings

A joint hearing is a hearing held by two, and occasionally more than two, committees or subcommittees. This may involve committees from the House only or the Senate only, or, committees of both chambers. This may also involve subcommittees of the same or different committees. Please note: In govinfo, a joint hearing is defined only as a hearing of House and Senate committees.

  • In general, the first named committee or subcommittee is the principal creator.
  • The principal creator of a joint hearing is the requesting committee.
    • The requesting committee is responsible for the hearing being published.
    • The requesting committee always appears first in the “Printed for the use of” statement on the title page.
    • Check that the requesting committee appears first in the “Joint hearing before” statement on the title page.
      • If not, this is an issue that needs to be reported to the congressional publishing and printing liaisons.
  • Authorized access points are made for all other committees and/or subcommittees of the hearing.

The principal creator of a report is the committee that issues the report.

House and Senate Reports - Multiple Referrals

Since 1975, the Speaker of the House has had the authority to refer bills and other legislative measures to more than one committee. When the Speaker does so, this is called a “multiple referral.” In most cases of multiple referrals, the Speaker designates a primary committee, which is “the panel understood to exercise jurisdiction over the main subject of the measure” (Congressional Research Service report, Committee Jurisdiction and Referral in the House). There are several types of multiple referrals:

  • Sequential - A measure is referred to the primary committee and then to one or more other committees.
  • Split - A measure is divided into parts based on the content, and the parts are referred to two or more committees based on their jurisdictions.
  • Joint - In rare cases, a measure is referred to two or more committees simultaneously.

In the Senate, measures are usually referred to the committee with the main jurisdiction over the content. Multiple referrals are rare and generally take the form of sequential or joint referrals (Congressional Research Service report, Committee Jurisdiction and Referral in the Senate).

  • When “Part 1” appears on a House or Senate report and no other part of the report has been published, catalog the publication as a single-part monograph:
    • Transcribe “Part 1” in a 500 note.
